What the procedure asks you to distinguish
The judgment, custody record, conduct history and prior Board correspondence serve different purposes from proof of an alleged constitutional defect. Rehabilitation material may be relevant to the Board’s process without proving that a court conviction was invalid. Conversely, an evidentiary claim about innocence should not be hidden inside a general mercy narrative if a separate judicial or innocence-review process is the actual objective. Limits and related routes
An executive request does not replace a timely court filing. Georgia habeas instructions, new-trial requirements and HB 176’s out-of-time mechanism have their own limitations.
